It's stupid, Instagram is facebook, and MS has shares in Facebook, they could play a little more legit and invest a minimum. Having said that Instagram is not for me so basically I do not care.
The reason is simply Instagram can be put back on track a WP version of its application .... and therefore do not want to have too much shade. I do not really see any other logical reason for their request ...
